In Tanzania public procurement has, for long, been overshadowed with inefficiency, corruption and disregard of fundamental "value for money" considerations. This has adversely impacted the rate and quality of progress in realizing the objectives of national development. This study examines the effectiveness of anti corruption strategies in public procurement.
The study has interviewed staff from PPRA and other information was collected from the different sources both secondary and primary. This study is used both qualitative and quantitative in order to understand the effectiveness of the anti corruption strategies in Public Procurement systems in Tanzania. The study observed that the level of effectiveness of anti corruption strategies is insufficient to enable them performs their duties effectively and on the other side PPRA does not collaborate effectively with other bodies like PCCB and DPP to prosecute the cases of corruption occurred during public procurement although PPRA already sign with PCCB on Memorandum of Understanding (MOU) but still the implementation is not operational. The fight against corruption requires the cooperation of PPRA with other stakeholders such as DPP, PCCB, Private Sector, Parliament, and the media, Judiciary, the Executive and others.
Based on the findings, major challenge facing PPRA in anti corruption strategies in public procurement are limited capacity to handle corruption, PPRA lacks mandate regarding prosecution of cases of the people involved in corruption during public procurement. There is poor coordination and cooperation between PPRA, PCCB and DPP in making sure that corruption cases are prosecuted on time. |
