The purpose of this study was to investigate he impact of welfare programmes/benefits
on employees’ performance in the public sector with reference to Ludewa District
Council. The specific objectives of the study were to identify types of welfare
programmes are given to employees at Ludewa District Council, to determine how welfare
programmes/benefits contribute to employees’ performance at Ludewa District
Council and to examine challenges facing Ludewa District Council in ensuring
availability of welfare programmes employees.
47 respondents were selected through simple random sampling and purposive
sampling procedures. The study used a case study research design where primary and
secondary data were used as a source of information. Quantitative data were analysed
using descriptive statistics with the aid of SPSS and Ms-Excel and qualitative data
were analysed using content analysis.
Study results show that there are various types of welfare benefits available at Ludewa
District Council. These benefits are workers compensation program, safety and health
benefits/program, salary increment, job security promotion, transport allowance,
house allowance, education promotion, funeral services and lunch. The study further
found that welfare programs/benefits have significant contributions to employees’
performance. These include welfare benefits to increase employees’ work morale,
increase employees’ work commitment, increase employees’ work efficiency and
enhance the performance of duties at LDC. However, financial challenges, welfare
benefits are not provided consistently, welfare benefits are not provided equally to
LDC staffs and time delay to get welfare benefits were among the challenges faced
by LDC in ensuring the availability of welfare benefits to employees.
It is therefore concluded that, there is no doubt that welfare benefits have a significant
impact on employees’ performance at Ludewa District Council. The study recommends
that the government should ensure that, it allocates adequate funds in order to enhance the
provision of welfare benefits. This will reduce complains from the employees and
increase the work efficiency
