Solid Waste Collection (SWC) status in urban cities varies widely among different countries and regions using different technologies, resources, institutions as well as development actors. Like other cities in developing countries, SWC in Kinondoni Municipality became a nightmare to the service providers due to weak policy and by-laws enforcement and collaboration between actors as well as lack of resources and technology. The study examined how organizational resources, actors’ roles, and interaction, Institutions’ power and bylaws as well as technology influence the performance of private solid waste collectors.
A descriptive and inferential statistical research design was applied in this research with a quantitative approach. The target population was 99, of which a total of 4 SWPCs were purposely selected and surveyed based on their service coverage areas. Systematic random sampling procedures were used to sample 95 households to provide their views and perceptions regarding the SWC service.
The study revealed that organization resource, technology, actors roles, and interaction, and institutions are statistically significant at P-value of 0.000, 0.000, 0.000, and 0.010, respectively. Moreover, organization resources have strong positive colleration (R=0.601) with organization performance. Therefore the study concluded that both organization resource, technology, actors roles, and interactions, and institutions play a big role in influencing organization performance. Also SWPCs performance was seriously handicapped by lack of active and interactive municipal SWM actors, weak policy, regulatory, and bylaws enforcement, lack of organisational resources.
The study recommended that Kinondoni Municipal Authority needs to review waste collection charges, supporting SWPCs to generate revenue mechanisms, including providing incentives that could ensure full cost recovery and enable huge investment. Likewise, SWPCs should invest in organisation resources as well as technology for better performance.
