dc.description The study aimed to understand how municipal capacity influences e-participation performance at local government; A case study of Kinondoni Municipal Council (KMC). The study used descriptive research design with both quantitative and qualitative approaches. The target population for this study, in particular, consisted of 400 employees from KMC. The purposive and random sampling technique were used to selects a sample size of 80 respondents. Findings showed that the government employees in Kinondoni municipality do not receive timely IT training. Findings also showed that software of the municipal has not been updated timely. This shows that there is a gap of information between the municipal and the public. Generally, findings indicated that the municipal has no technical, financial, adequate administrative capacity to develop e-participation. Moreover, findings showed that the municipal has strong political capacity to develop e-participation. In addition, Findings revealed that the most frequently used e-participation tools in the municipal included Websites and Emails. The study concludes that the technical, financial, administrative, and political capacity of the municipal influence e-participation performance directly or indirectly. The political and financial capacity of the municipal perform fundamental tasks in e-participation by giving political support and financial assistance. The government should improve the financial, technical, and administrative capacity by providing funds to support ICT section to recruit ICT experts, provide training, and maintain ICT infrastructures such as ensuring electronic connections in all sections of the municipal. Moreover, the government should provide maintaining political and administrative level to enhance the performance of e-participation
