This study aimed to assess factors affecting the performance of public authorities in delivering water services in Tanzania. The specific objectives were to: identify organisational resources influencing delivery of water services, identify stakeholders influencing delivery of water services, identify the roles of actors in water service delivery, find out how management influence delivery of water services, to find out how technology influence delivery of water services; and find out organisational characteristics influencing delivery of water services.
This study employed cross section research design in data collection. The study intended to involve 60 employees from DAWASA whereby out of the total population a sample of 52 employees was drawn. The study involved stratified sampling technique to select the sample relevant to the purpose of the study as both primary data and secondary data were collected in this study through questionnaires, interviews and documentary reviews. Both qualitative and quantitative were used to analyse data. In qualitative technique, the qualitative content analysis was used to analyse qualitative data, whereby in quantitative data analysis, descriptive statistical analysis was used to analyse data.The method used in assessing the relationship between variables were Pearson Correlation Coefficient and Multiple Regression Analysis which were adopted to determine if the six independent variables affecting the performance of public water authorities in water service delivery.Data analysis was done using software programmes such as statistical package for social science (IBM SPSS v.20)to give frequencies and percentages through tables in the study. Descriptive statistics was the pivot of the analysis.
The researcher found that performance of public authorities had positive significance relationship on stakeholders, organisational resources, roles of actors, management, technology and organisational characteristics. This means that, if stakeholders, organisational resources, roles of actors, management, technology and organisational characteristics had been enhanced, performance of public authorities will be increased. Therefore, the study recommended that, DAWASA has to advance stakeholders, organisational resources, roles of actors, management, technology and organisational characteristics, and by doing that, will help to increase performance of public authorities at DAWASA.
