This study aimed at assessing the factors influencing procurement performance. The study objectives includes; examining the contribution of ICT usage in influencing procurement performance, finding out the influence of top management support on procurement performance and determining the influence of contract management performance on procurement performance. Purposive and convenience sampling technique were used to select 40 sample size of this study. Data was collected through the use of questionnaires, Interview questions and documentary review and were analyzed using descriptive statistics methods with the help of the computer software called Statistical Packages for Social Science (SPSS). Based on the data analyzed, findings showed that the usage of the of Information and Communication Technology, good cooperation and support from the NHC top management and the effectiveness of contractual management performance by the NHC procurement department have enhanced the improvement of procurement performance such as cost savings, effective of procurement activities, as well as efficiency. Based on the findings, the study concludes that NHC should keep in improving the usage of advanced information and communication technology to the workers of the organization to a greater influence has facilitated the improvement of E-procurement as the world procurement services is shifting towards digital form. Because the world technology keeps on changing day by day. By so doing the procurement performance will be much improved. Lastly, the researcher recommended that, NHC should stick on implementing rules and regulations enacted on Public Procurement Act PPA 2011, Regulation 2013 and its amended of 2016.When the PPA well adhered it will result into achievement of procurement principals hence good procurement performance. By so doing the procurement performance will be much improved.
