Land means any piece of ground, physical substance or any soil whatsoever. It includes structures such as buildings any other things attached to the soil, whether above or below the surface section 2 of the land act Land is an important aspect in the social-economic development of any country, Tanzania inclusive. The researcher may be attracted to research over this topic after observing several plots in various places of the country undeveloped despite the presence of the development condition stipulated in the letter of offer of the Right of Occupancy contained in The Land Regulation. That development condition requires the completion of the building to be within 36 months from the commencement of the Right of Occupancy and the provision of the law in the Land Act that requires the revocation of undeveloped plots subject to the breach of such a condition. This research aims at either amending the law requiring the completion of the buildings within such a period or initiating an effective enforcement mechanism for the land occupiers under the granted right of occupancy to comply with such conditions or facilitating the citizens financially to enable them to complete their buildings within a period as prescribed by the given condition.
