The main purpose of this study was to assess factors affecting procurement process performance in the Public sector; a case study of Mtwara –Mikindani Municipal Council. The objectives of this study were to examine the suitability of procurement methods decision and their effect on procurement process performance, to determine the extent of adequacy of records keeping and management and its effect on procurement process performance, to examine the extent of the level of ICT usage and applications and its effect on procurement process performance, and also to examine the commitment to ethical practices and its effect on procurement process performance. A case study research design was used since it placed more emphasis on a full contextual analysis of a few events or conditions and their interrelations where a study had a target population of 100 individual workers in various departments under Mtwara-Mikindani Municipal Council with a sample size of 80 respondents and all the data was mainly obtained through Questionnaires. The study generated both qualitative and quantitative data were analyzed using descriptive statistics. After this analysis, the study revealed to a great extent that suitability of procurement methods decisions, adequacy of record-keeping and management, ICT usage and applications, and commitment to ethical practices affect procurement process performance. It is recommended that there should be suitable procurement methods decisions, especially when selecting a method of procurement to be used so improvement in challenging areas that hinder suitable procurement decisions should be done. Improvement in records keeping and management especially in records maintenance and preservation to have the evidence needed to hold officials accountable on the examination of corruption and fraud, which directly affects procurement process performance. Improvement in ICT usage and applications to ensure efficiency and effectiveness in procurement process performance. Furthermore, adherence to ethical practices is necessary for better procurement process performance in Public sectors. Compliance to ethical procurement practices will improve the availability and quality of procured services goods or work at a reasonable cost and time in Mtwara –Mikindani Municipal Council
