The study was set to examine the effectiveness of the Treasury Single Account on management of funds in public sectors in Tanzania. With this regards the study came up with three specific objectives namely: To the assess management of public sector funds before the adoption of TSA, and to the assess management of public sector funds after adoption of TSA and, To identify the advantages and limitations of a treasury single account.
The case study being at Morogoro Sub-treasury (MST) with the cooperation from personnel of other Ministries and Departments in Morogoro who are also part and parcel of the TSA system.
The data were collected through structured questionnaires distributed to 10 respondents among the Morogoro Sub treasury employees and intensive interviews with the group selected and also through other published documents such as journals, text, newspapers, organization reports, brochures, and other material including published and unpublished documents. Furthermore, personal observation in the sub-Treasury day to day activities was done to clarify the needs and more understanding of the study.
Response from the questionnaire was analyzed using frequency tables with simple percentages also other findings from interviews and participatory observation were interpreted using explanatory or Narrative analysis technique to explain the qualitative results obtained. Findings showed that all the respondents are fully aware of TSA and hence this ensured that they are all in the best position to give an unbiased opinion about the activities of TSA. The study concluded that it is true that TSA system is very effective towards fund management in public sectors in Tanzania because the results show that majority of the respondents have confidence in the TSA scheme hence they believe that TSA implementation will help the country not only specifically on fund management in public sectors in Tanzania but also in other many ways in the face of the current economic condition of industrializing our blessed country. A recommendation is that Government should enforce the adoption of TSA and make it mandatory for all the MDAs to adhere to since its adoption has a significant way to be effective in the management of funds in public sectors |
