This research designed to cover factors hindering performance of employee in public sector, especially at TTCL-Mbeya branch. The study was about to examine the factors hindering performance of TTCL-Mbeya employees. As a human resource manager, it is better to ensure performance of employees in the organization are measured and it is better for the manager to know why employees do not perform maximum rate, it is better to find out the factors that lead employees to perform below or average and not maximum. Management must encourage performance appraisal in the organization which may be will help them to know the factors that block performance of the employees
Performance of employees in the organization is very important since the performance of an organization start with the performance of employees. So it is a responsibility of management to ensure enough support of finance and tools and equipment to the employees in order to facilitate employees to perform well their duties and tasks that assigned in the organization. In this study the data were purposive sampling technique was employed and data were collected through questionnaires posted to administrative and lower employees, semi-structured interview, observation and organization article.
