Parole system is a system where prisoners are released from prisons before expiry of their sentences, with the agreement that they will behave well. Once a prisoner is convicted and sentenced to imprisonment, he or she serves a certain term of his or her sentence in the prison and the remaining term will be served while is out of prison.
The major aim of parole system is to make the society to participate in rehabilitation of the offender, so that he or she may be a good citizen rather than staying the whole term in prison .Although the aim is to include the society in rehabilitation of the offender but if parole system is furnished properly it will help to reduce congestion of prisoners in the prisons.
Thus, the study has been undertaken to assess the role of Parole system in combating congestion of prisoners in the prisons by assessing the law governing parole system which is currently known as The Parole Boards Act, Cap 400, RE 2002. This law imposes conditions which seems not efficient in reducing congestion of prisoners in the prisons.
Therefore, the findings of this study are expected to benefit to the various stake holders including inter-alia the government and the society at large. The study may also provide data for future researchers in the same study.
Generally, this research report has five chapters, where by chapter one covers General introduction of the research problem, while in chapter two it deals with conceptual Frame work on the Role of parole system in combating congestion of prisoners in the prisons. Thereafter under chapter three focuses on Legal frame work of the study, furthermore chapter four includes findings and data analysis. Finally, chapter Five covers Conclusion and Recommendations of the study.
