The main essence of this study was to assess the causes of delay in the completion of
road construction projects in Tanzania. The study had three specific objectives which
were the key guide throughout the report. The specific objectives were assessing
the design/ specifications delay causes in road construction projects, the management
delay causes in road construction projects. Case study design was adopted in this
study. The study involved engineers, consultants, contractors, procurement officers
as well as financial officers. Convenient sampling technique was utilized to recruit
49 respondents have sample size. The study data were obtained through questionnaires,
interview as well as documentary review. Data analysis was done through descriptive
analysis as well as regression modal. It is concluded that poor specifications or
designs have direct impact on the completion of road construction projects whereas it
can be caused by failure of consultants to make significant actual investigation of
the site. Also, delays can be cause when improper definitions of the essence of the
road project. Moreover, changes in the scope of road project also lead to delays in the
construction of road construction projects. Changes of scope can be caused by
increase in the distance of the road to be constructed, changes of funding as well as
change in the interest of the road project as well as changes of demand of the
population. Furthermore, TANROADS management has influence of the delays in
the completion of road construct projects through improper supervision of the
projects throughout the project, poor procurement contract management, as well
insufficient number of employees to effective execute project management tasks.
The other factor causing delays in the completion of road project is political
interference thus politicians do interfere in the procurement process to obtain the
needed consultants as well as contractors. Also, politicians do force to change the
scope of road construction projects to differ the ones designed initially so as to please
their voters. Lastly, delays in the completion of road construction projects are caused
by consultants and contractors lacking the financial and technical capacity to effectively
execute their task.. TANROADS should make sure effective proper specification and
designs is done by consultants through making intensive surveys of the site.
