E-government plays a significant role in the proposed solutions. It is as an efficient
tool that organizes the leading actors in bridging the gap. The aim of this study was
to assess the challenges of adopting e-government at DAWASA. The study was
specifically guided by three objectives; to assess the implementation of egovernment adaptation at DAWASA; to assess the challenges facing DAWASA as a
result of the adaptation of e-government; to assess ways that can be used to counter
the challenges of adapting e-government.
The study was carried out in Dar es Salaam city, taking the Dar es Salaam Water and
Sewerage Authority (DAWASA) as a case study. In this case study design was used
and, 60 respondents were selected via purposive and snowball sampling techniques
to represent a total of 95 respondents in data collection. Primary data were collected
using interview and questionnaires that were self-administered by the researcher and
relevant reports were reviewed to enable the collection of secondary data. Data were
qualitatively analysed and presented under the content analysis method with the aid
of statistical Packages for Social sciences (IBM SPSS Statistics 23) in presenting the
percentages and frequencies.
The findings revealed that, the implementation of e-government was smooth and
conducted as per the authority description. The effectiveness and efficiency in
operations, such as customer service, payment services and technical operations have
been raised as a result of e-government adaptation. Resistance to change, low budget
and investment on telecommunication technology, poor technical capacity of the
used equipment and personnel in charge were among the leading challenges facing
DAWASA in the adaptation of e-government. On the other hand, the researcher
proposes a raise in budget towards the technological investment, training of the
personnel and organizational reform as ways to counter the above challenges. |
