It is important to understand factors influencing adoption of Green Procurement (GP)
in public sector so as to know the predicaments and eliminating them in order for the
public to smooth line the process of embarking on sustainable procurement. The
study aimed to determine effects of staff competence, the role of management
support, the effects of procurement legal and regulatory framework and
environmental legal and regulatory framework in the adoption of GP at Vice
President’s Office (VPO). The researcher used descriptive research design with the
sample size of 76 employees from the office of Vice President. The tools for data
gathering were questionnaire, interview and documentary review. The data collected
were analyzed by statistical package social science (SPSS) version 20.From the
findings, it was established that staff competence through training and exposure to
staff, organizational support, legal and regulatory framework governing procurement
and environment legal and regulatory framework play a vital role in adoption of
green public procurement in the organization. The research established that the PPA
2011 addressed very little the matters pertain to GP.The study concluded that
adoption of GP is a slow and even in the developed countries, GP is a work in
progress in the country level, therefore time and funds resources investment is
inevitable for full taking on GP. The study highlighted that there is a need for
government sector to strongly build its staff awareness, competence and knowhow
on global sustainable procurement practice. The research recommends that the
Ministry of Finance and the PPRA should prepare and issue circulars and guidelines
on adoption and implementations of GP by the PEs. Specifically, the Public
Procurement Policy Division (PPPD) should speed up the preparation and issuance
of the National Procurement Policy which among others will address issues relating
to environmental sustainability
