This research pursued to examine the effectiveness of tendering procedures for the
three major civil works or projects, the drainage system project (storm water), solar
street lighting project and the solid waste collection and transportation project, the
case of the Ministry of Finance and Planning (MOFP), Zanzibar.
The specific objectives of this research are to determine the influence of ethical
practices on effectiveness of the tendering procedures for the major civil works in the
public sector in Zanzibar. To assess the influence of ICT on effectiveness of the
tendering procedures for the major civil works in the public sector in Zanzibar; and to
investigate the influence of record management on effectiveness of the tendering
procedures for the major civil works in the public sector in Zanzibar.
In achieving the valid conclusion, this research had used the stratified random
sampling, the questionnaires were used to collect the data from the field. Using SPSS,
the collected data were analyzed using descriptive statistics and presented using
tables.
The findings indicated that, the rate of integrity, honest, fairness, transparency,
accountability, and the use of government tendering procedures have positively
contributed to the effectiveness of tendering procedures for the three major civil
works at the MOFP Zanzibar. The number of computers and IT specialists have
enhanced the efficiency and effectiveness of tendering procedures in implementing
the three major civil works at the ministry. Also, the MOFP Zanzibar keeps accurate
and complete records and the rate of record management in relation to tendering
procedures is fully implemented well to the three major civil works at the MOFP
Zanzibar. The rate of transparency and accountability for record keeping is excellent.
Among the recommendations of this research are the accuracy and completeness of
the records at the MOFP in Zanzibar for the three major civil works must be
maintained to all public sectors and in order to avoid ineffectiveness of tendering
procedure should avoid personal interest, lack of accountability and selfishness, low
proper record keeping and lack of transparent.
