dc.description The shortcomings of the socialist policy pave the way to private sector inclusion in socio-economic development. The decision to involve the private sector in provision of public good and service, has many advantages over government limited resource in provision of public goods and services. Public investment in road infrastructure attracts additional investment from the private sector in the form of “investment in trade and business, transport services and enabled mobility of the factors of production. This study illustrates the vital role of management and government officials in partnership between public bodies and private entities to enhance the effective delivery of road transportation infrastructure.Specific objectives for this study examine management competence, management perception and project governance effect on the Publicprivate partnership of road transport infrastructure. The study used both qualitative and quantitative research techniques. And data collection methods used was questionnaire, interview, documentary review and documentary analysis together with data collection instruments. Data analysis presentation and dissertation is based on the research objectives. This research has discovered that there is a very high dependency of effective of road transport infrastructure project with management perception, competence and project governance. There management has a great influence on the effectiveness of road transport infrastructure. The researcher recommend MoWTC has to improve provision of training and workshop to be relevance with Tanzania environment, effectively screening staffs to be engaged in Public -private partnership project. PPP node must work effectively to coordinate and regulate the relevance of policy and law to be relevant with country environment. Furthermore, private sector must be aware and clear with government objective in delivery of transport service. The because the more MoWTC enhance its effectiveness in the implementation of road transport infrastructure, the more Tanzania will attract social-economic development.
