This study aimed to assess the effectiveness of tendering procedures as a procurement
method in public entities in Tanzania. The general research objective was to assess the
effectiveness of tendering procedures as a procurement method in public entities in
Tanzania. This study determine the influence of bidder’s participation, transparency,
buyer relationship and staff competence. The study guided by three (3) theories named;
institutional theory, principal agency theory and transactional cost theory. The study
carried out at College of Business Education (CBE) Dar es Salaam, Tanzania. The study
employed descriptive research design in which both quantitative and qualitative
approaches were used. The study targeted population was 215 administrative staff from
CBE. The study used stratified and purposive sampling techniques to obtain a sample of
65 respondents using 30% rule. The study used questionnaires and interview guide to
collect primary data. The study used descriptive statistics, factor analysis, regression
analysis and correlation analysis to analyse data.
Factor analysis show that KMO and Bartlett's Teston was 0.722 and p-value was 0.00
which is acceptable and appropriate for the study. The study findings revealed that
bidder’s participation, transparency, buyer relationship and staff competence influence
effectiveness of tendering procedures to a great extent. The study findings also revealed
that 32.3% of variation on effectiveness of tendering procedures in public entities
explained by bidder’s participation, transparency, buyer relationship and staff
competence. The findings revealed that bidder’s participation, and transparency has
positive and insignificant influence on effectiveness of tendering procedures. The results
also revealed that buyer relationship and staff competence has positive but insignificant
influence on effectiveness of tendering procedures in public entities. The study
recommends that public entities should improve bidder’s capabilities, promote fairness
and equal treatment in public procurement, and trainings, seminar and workshops on
public procurement should be attended by all level staff participating in public
procurement in public entities in Tanzania. |
