The study intended to assess the awareness and readiness level on e-government for
civil servants based at Kinondoni Municipal Council (KMC). The study used
hypothetical statements, as guidelines and general framework. The outcome of
which, could be used by the government at an organisational level as well as at
national level to make decisions for further improvement of the services delivery to
its citizens.
The study employed a cash study design, where the KMC was the central focus.
However, interaction with relevant governmental agencies dealing with the said
technology, i.e. Tanzania Communication Regulatory Authority (TCRA) and Egovernment
Agency was inevitable. Both primary and secondary data were sought,
this was significantly important for the rationale behind validity and reliability of the
findings. It employed tools such as questionnaire, interviews, observation and
documentary collection as a means to accommodate the said demand. Nevertheless,
simple random and stratified sampling techniques were dominant during sampling
procedures.
The findings revealed that the government initiatives on e-government were still in
its young stages in the KMC, staff awareness on e-government initiative was still low
even 37.5 percent at the ICT department as a key function, however, most of them
possessed necessary skills for e-government. There was a great deal of challenges
hindering full application of e-government including poor infrastructures, policies
and limited support of higher level of management. I t was concluded that despite of
unawareness of key staff on e-government initiatives, most of the staff had necessary
skills for e-services to run, nevertheless, there were setbacks that needed to be
addressed for full application of e-government in the KMC.
I t was further recommended that the authorities concerned could devote more energy
towards enhancing awareness, but also reducing the impact of poor infrastructures,
policies and call for more management support to raise senior management
awareness at KMC for full e-government potential in the organisation. |
