dc.description This research studies the role of educational management policy and planning in women development. It focuses on efforts made by MoEVT towards this end. The study examines the criteria and the methods used in formulation and management of policies and planning for women development by the ministry, assesses the implementation of policies and planning by looking at the contribution of the ministry in provision of education towards women and evaluates how educational management of planning and policies of the ministry provide opportunity for women development. A mixed methods research approach is employed in the study. Both qualitative (from a sample of respondents) and quantitative data (from BEST) were used in the study. A survey design was adopted due its appropriateness for the purpose of the study. It was found that educational planning and management has a great role to play in enhancing women development. However there is no gender – based policy in favor of women. Programs are established over time to address emerging challenges and boost women improvement in a situational context. MoEVT has to some extent been successful in implementing higher education provision programme to women especially in areas of scholarship, women preferences, cut points, and Affirmative. Factors which compromise women advancement are identified as family responsibilities, financing and school rules and regulations. It is recommended that MoEVT should carry out a thorough study on educational factors affecting women development and policy implementation, facilitate exposure to women and avail pertinent information to women.
