Dissertation (MA Public Administration)
This study sought to assess the factors motivating employee's performance in the
delivery of public services, and the impact on socio economic development using a
case study of the Ministry for State President Office Public Service and Good
Governance – Zanzibar (PO-PSGG). Both qualitative and quantitative research
approaches were used and a sample of 43 respondents was taken, where 36 were the
lower level employees, 3 were the managers, and 4 were the human resource officers.
The study used questionnaires, and documentary review to elicit information from the
sample, and data were analyzed through Statistical Package for Social Science
(SPSS) Software Version 16.0. The findings were presented through description,
tables and charts.
The findings have revealed that, there was lack of understanding of even the term
motivation to many public servants, in the Ministry for State President Office Public
Service and Good Governance – Zanzibar (PO-PSGG), the current motivation level
of the staffs was not satisfactory, the upper level staffs were always reluctant to give
support to the research works, and that motivation packages employed by the
Ministry did not affect the staff performance.
This implied that management in the Ministry had to understand that education to
staffs was necessary, so as to sensitize them. In order to solve the problem, the study
came up with various recommendations like engaging more in social incentives, and
engaging in satisfying the needs at the lower level as opposed to those at the upper
level.
