The main objective of this study was to find out the contribution of Secondary
Education Development Program (SEDP) to teachers’ welfare in Temeke
Municipality. The study specifically intended to examine SEDP strategies on
improving secondary school teachers’ welfare in Temeke Municipality, to examine
the level of SEDP performance in improving teachers’ welfare in Temeke
Municipality, to determine factors affecting SEDP performance on improving
teachers’ welfare and to explore the implication of teachers’ welfare on quality of
secondary education. The study adopted a case study design in which both qualitative
and quantitative methods were employed. The study results were based on
questionnaire outcomes, interviews and document analysis.
The study found that majority of teachers were not aware of SEDP as no preparation
were done in acquainting the teachers with enough knowledge and awareness on
SEDP, and that SEDP has not been able to improve teachers’ welfare directly as
teachers are working in very difficult environment, under very low motivational level
and not satisfied with their jobs. The study found that the major factors affecting
SEDP performance were poor teachers’ awareness about SEDP, lack of commitment,
responsibility and accountability from educational officers and the government as a
whole and failure to address teachers’ problems. The study found that teachers are
not satisfied with their current welfare status hence they are not committed or
motivated in raising the quality of learning in the municipality. The study
recommended that education policies should be formulated based on the needs of the
society and the advice of the experts, create more awareness on SEDP, teachers
grievances should be addressed, increase education budget as well as empowering
teachers in any educational interventions.
