dc.description ABSTRACT The study was conducted in Bagamoyo District Council, Coast Region part of Tanzania. However, the problem that led the researcher to research on this topic is that, it seems that most PSO have failed to implement training policies established in the respective organizations. The main objective of this study was to find out factors hindering the effective implementation of training in the public service organizations. To realize the objective of the study, the research specifically:- assessed the implementation of the training program in public service organization, determines factors hindering the implementation of training in the public service organization, identifies techniques for selection of employees to attend training used by the public service organizations and analyses ways for improving training programs in the public service organizations. Methodologically, the study was approached by using qualitative and quantitative approach. The findings of the study were collected through interview methods, questionnaire methods, and documentary review. Moreover, the findings of this study were analyzed through tabulation form, SPSS method and Microsoft Excel Program. A study designed to use 50 respondents from the whole population of the council to represent others of Bagamoyo District Council. The study shows that most public service organizations have the training policy in the respective organizations but have failed to effectively implement them for the number of reasons including; corruption, poor communication within organizations, shortage of work force, favoritism, lack of management commitment, failure to get training leave, financial constraint, social and health problems and management bureaucracy. However it is possible to implement fully the policy only if there is an institution mandated by law to assess this implementation in all public organizations.
