PSCM) of Mzumbe University
The study identifies Effectiveness of the Public Procurement Act No 21 of 2004. The
study conducted at (TIA) the general objective was to investigate the effectiveness
of the public procurement Act No. 21 of 2004 and the specific objective were to
determine the capacity/capability of the procurement staff at TIA, To asses causes of
the poor quality of goods/services procured by at TIA and lastly To determine
whether proper recording of the procurement proceedings are kept by the TIA.
Forty five employee of the TIA responded to the questionnaires. The research design
was a case study approach which is descriptive in nature where by the organization
of the case study was representing other Higher Learning Institution when the
researcher was assessing the Effectiveness of Public Procurement Act No 21 of 2004.
Under this study both primary and secondary data were collected
Based on the results obtained during research, it was revealed that lack of capacity of
PMU in terms of number of staff, skills gap, and personalized competencies affects
the procurement system. It was also noted that, unawareness of user department
towards their roles being another factor that causes of the poor quality of
goods/services delivered by TIA, poor recording keeping were the factors that cause
effectiveness of Public procurement Act No 2004 not to be archive. The study also
noted that, some provisions of PPA affect the procurement process in general due to
the bureaucratic procures in which the laws should be obeyed.
It was recommended that, the regulatory authority in collaboration with the public
procurement policy department should continuously review the Act and its
regulations to minimize the bureaucratic procedures, effective communication
between UD together with PMU should be done in order to avoid weak specification
so as to archive value for money, recruit number of procurement staff at the
appropriate level so as to smooth running of the procurement process, proper record
keeping should be maintained in order to make quick reference for future use and
