dc.description This study aimed at investigating effectiveness of Open Performance Review and Appraisal System (OPRAS) in public ordinary secondary schools of Tanzania particularly Tabora Municipality. The study was inspired by the belief that through its findings useful data can be generated. The specific objectives of the study were to: Assess teachers' perception on Open Performance Review and Appraisal system; Investigate teachers' conception on the effectiveness of Open Performance Review and Appraisal System in Tabora Municipality; and Solicit teachers' view on how Open Performance Review and Appraisal can be made more effective in public ordinary secondary schools. The research involved a cross-sectional survey design and data were drawn from 50 teachers in Tabora by means of self developed attitude questionnaire. Descriptive statistics was performed to determine frequencies, percentages and mean and rank of the items studied. Data from focused group discussion were manually analysed. The findings show that majority of teachers in Tabora Municipality have a negative perception on the effectiveness of Open Performance Review and Appraisal System. In addition generally few of the teachers were found to be not sure of how OPRAS can be made more effective to teachers. These findings imply that more efforts should be made to re-educate teachers on the importance of OPRAS and put it open so as to promote their morale for committed action in implementing the OPRAS programmes in order to become effective in Tabora Municipality. Recommendations were drawn for Action and Recommendations for further studies were also made.
