This study sought to investigate challenges facing an effective implementation of guidance and counselling in HLI in Tanzania. The study investigated the available guidance and counselling services to students in HLI, examined challenges that faced the implementation of guidance and counselling services in HLI, and then suggested a suitable ways for effective delivery of guidance and counselling in HLI in Tanzania. The study adopted both qualitative and quantitative approach with descriptive case study design.
Findings and observations showed that although guidance and counselling services were available at the Universities but they were not often provided and if provided were not useful to the students, lacked proper facilities and enough qualified and professional personnel. There were inadequate rapport between students and counsellors.
The study concluded that guidance and counselling services were available at Universities but most of the counsellors were in adequately trained, on guidance and counselling, and there were insufficient guidance and counselling resources.
The study suggested that there should be a clear guidance and counselling policy at Universities.
