This study examined the school committees’ capability on effective financial management in public primary schools in Musoma Municipal Council, Tanzania. The study was guided by three objectives, namely to examine school committees’ capability on financial management in public primary schools, to examine the adherence of financial management roles played by school committees in public primary schools, to investigate the challenges facing school committees in financial management in public primary schools. The study employed a mixed research approach using a cross-sectional design to generate data through questionnaires from 90 informants and interviews with 11 key informants. Quantitative data were analysed through SPSS version 26 while the qualitative data were analysed thematically followed by thick descriptions. The study found that school committees had low financial management capability. The school committees had a moderate adherence of financial management in public primary schools. Further, the study found that school committees for financial management were challenged by a lack of knowledge in preparing school budget and school development plan while most school committees had not reached Form Four level of education. There was also inadequate training, shortage of financial resources provided by the government to schools, political interference and absence of professional school accountants. It is, therefore, recommended that the government and all stakeholders of public primary schools in Musoma Municipal Council and Tanzania at large should consider the qualifications of school committees in terms of education during recruitment. Also, school committees should be effectively involved in decision-making. The Government should continue looking for better alternatives to ensure effectiveness in financial management in the public primary schools of Tanzania. |
