Dissertation (MA Education)The study sought to investigate prospects and problems of implementing performance appraisal system in public secondary schools, in Mpanda district, Tanzania. It was a cross sectional study undertaken through qualitative research approach supplemented by quantitative research approach. The study was guided by Scientific Management and Goal Setting Theories. Several respondents such as DSEO, HRO, WECs and HoS were selected through purposive sampling while 29 Teachers were selected through stratified sampling technique. Data were collected through questionnaires, interview, and documentary review and analyzed by using Statistical Package for social science (SPSS) and by content analysis. Results from the study revealed that to improve teachers’ performance, to improve communication and work relations, to involve teachers in the process of formulating objectives, to enhance transparency and to facilitate career development were the prospects of implementing performance appraisal in public secondary schools. Moreover, the study revealed inadequate training, lack of feedback, shortage of resources, lack of awareness; as well as existence of many organs which were responsible with teachers’ services and bias on rating as the major problems of implementing performance appraisal. It was revealed that for improving implementation of performance appraisal system the government should provide training and supply enough resources to implementers, enhance feedback system and strength monitoring including supervision at all implementation levels. The study recommended about provision of training, supply of enough resources, and provision of feedback and establishing teachers’ organ so as to improve implementation of performance appraisal system in public secondary schools.
