Alsofrom deep down of my heart, special thanks are due to my supervisor, Prof. W. L. M. Komba for guiding the entire processes of this study. Prof. gave me very constructive comments, guidance and encouragement which helped completion of this report. He showed me that whatever I desire, believe in and pursue with love, joy and determination it is possible to achieve. Moreover, my sincere thanks are due to school inspectors, head teachers, and teachers in all visited secondary schools for the cooperation and support accorded to me.
