dc.description This study centres on human resource outsourcing in the Tanzania public sector organizations as model of leveraging the potential benefits and prospects of outsourcing. The research design was a combination of the collation of secondary data and content analysis. Crucial issues discussed include, the concept of human resource outsourcing, reasons for outsourcing, benefits of outsourcing, factors to consider when outsourcing, outsourcing decision making, limitations of outsourcing, review of the human resource outsourcing efforts in public enterprise according to different studies in the world, problems human resource outsourcing in the public sector enterprises etc. Then the study discusses the conceptual framework where different variables, hypothesis and relevance of the study are discussed. The findings include that the centralized human resource management and training structure of the public sector does not allow for flexibility and the tapping of the huge benefits and potentials of human resource outsourcing, inadequate funding strangles the use of competent and capable service providers, human resource training and development programmes are purely seen as contract issues only, escalating corruption and fraudulent practices at the detriment of human resource outsourcing benefits, service providers are often discouraged by the civil service procedures and processes that hardly support the growth and development of human resource industry and market. Recommended solutions include, proactive policy concerning human capital development that will enable the growth of outsourcing market and service providers, adequate funding of human resource training and development that will attract the engagement of competent outsourcing service providers, corporate leadership and workforce should support and recognize human resources outsourcing as a critical issue in public service professionalism. Human resource outsourcing is about repositioning the entire organization, total corporate leadership and workforce commitment to excellence and building symbiotic relationships that with enrich public sector organizations specifically Tanzania Ports authority as a case study.
