This study is all about the factors contributing to the conflict between councilors and permanent public officials. The study was conducted in Sengerema District council Mwanza region. The study specifically focused on The general objective of the study which was to investigate factors contributing to conflict between councilors and permanent public officials and three specific objectives; to determine causes of misunderstanding between councilors and permanent officials in Sengerema District Council, to asses constructive and harmful effect of the conflict within Sengerema District Council, and to seek out instrument existing for conflict resolution within Sengerema District Council.
The study employed a case study design with the total population of 2,636 employees working in SDC from which a sample of 60 respondents were selected by using simple randomly and judgmental sampling techniques. Data were collected through the use of questionnaires, interviews observation, and then analyzed by using SPSS program.
The findings of this study revealed that Personal interests, different priorities, power fighting, limited resources with lack of transparent and trust were cited as the reasons of conflict between councilors and permanent public officials. Discipline committee, seminars, mediation and informal discussion were also cited as mechanisms applied in Sengerema District council to resolve conflict between councilors and permanent public officials,
Lastly the study recommended the following, improvement of salaries to councilors, improvement of level of education to councilors, transparent and trust can eliminate conflict between two groups. |
